Transform Tulse Hill - community campaign

81 residents and local businesses came to the first public meeting of Transform Tulse Hill last Wednesday (23 July 2025) held in the former Salvation Army Hall on Norwood Road.

Transform Tulse Hill is the new campaign name for a growing group of local residents, businesses and other stakeholders who wish to see the current one way gyratory system in Tulse Hill changed to a safer, more pleasant and beneficial road layout for everyone that lives, works, shops in, visits or travels through the area.

Those with longer memories will remember the removal of the gyratory was one of the key components of the community led Streetworks project to upgrade the streetscape from Tulse Hill to West Norwood. Read the background here.

The Forum started the meeting with a quick review of the history behind this project, which incredibly stretches all the way back to 2011, then we heard from Cllr Olga Fitzroy (councillor for St Martins ward) our MP Helen Hayes and Marina Ahmed (London Assembly member representing Lambeth and Southwark) before opening up to the floor for questions. They are all actively supportive of the campaign – and have been for many years now.

We heard many first-hand experiences of near misses and other safety issues from those present, as well as many brilliant ideas for possible changes to make the gyratory safer and for actions for the campaign to take. It was excellent to hear from local businesses too and their understandable concerns about what change might mean for them. We also heard about possible safety issues with the current temporary safety measures installed by TfL earlier this year.

At the moment the campaign is working on building a full understanding of the current political, policy and financial landscapes.

 1. Coordination and organisation 
Organising meetings, booking spaces, note and record taking, setting the campaign up formally, and coordinating volunteers and others involved with the campaign and with TfL and council officers
 
 2. Community outreach 
Building local connections, speaking to residents, schools, traders, businesses, faith groups and other groups and campaigns, ensuring we are reaching and involving all parts of our diverse community
 
 3. Media and communications 
Writing press releases, managing messaging, contacting journalists, developing messaging and FAQs
 
 4. Social media and website 
Posting updates, managing accounts (X, Instagram, Facebook etc), growing followers, establishing and managing an internet presence 
 
 5. Research, policy and data analysis 
Reading TfL plans, Board papers, summarising key info, supporting with evidence and briefings, looking at Mayoral/ Assembly answers, looking at online accident and traffic data and analysing for the campaign 
 
 6. Graphic design and print 
Creating posters, flyers, social media graphics and visual content, sourcing and arranging printing 
 
 7. Petition and survey support 
Setting up online forms, gathering signatures in the streets and at events, summarising responses
 
 8. Event planning and organisation 
Helping plan walks, stalls, public meetings and photo opportunities 
 
 9. Fundraising 
Applying for local funding, running crowdfunding or small donation drives, running fundraising efforts such as a bake sale
 
 10. Local area leads 
Helping organise activity and awareness in specific streets or neighbourhoods
 
 11. Photography and video 
Taking photos or short videos of roads, events or testimonies from supporters and people who have been affected, liaising with leads on comms, media and online
 
 12. Schools and youth liaison 
Engaging schools and youth groups in road safety issues, building support helping to reduce the risk of those engaged being injured on or around the gyratory, and building support with parents and school staff
 
 13. Political liaison 
Keeping in touch with councillors, MPs, TfL reps, Assembly Members and opposition parties
 
 14. Collateral distribution 
Putting posters up in shops and other locations, giving leaflets out, taking information to local businesses, libraries etc
 
 15. Speed Watch 
Holding a speed monitoring camera to measure how fast people are driving, liasing with police and authorities, coordinating these activities
 
 16. Traffic engineering/ technical support 
Understanding traffic flows and routes, interpretating data, understanding how speed, noise and other cameras and monitoring equipment work, suggesting ideas and improvements (technical knowledge/ professional background needed)
