Update 3 & 7 January 2023
Resurfacing confirmed to commence 9pm, Monday 9 January with the works beginning at Chestnut Road and progressing north towards Tulse Hill. Experience with the recent Tulse Hill gyratory resurfacing works (uncompleted) shows that Ringway, also the Council's contractor for the Norwood Road works, may start before the scheduled start time of 9pm. Thames Water mains repairs are also continuing, e.g. on Lansdowne Hill and Norwood Road (outside Tesco) and it is anticipated these repairs will not disrupt the resurfacing works.

The Norwood Road resurfacing works postponed in November from the railway bridge at Tulse Hill to just north of Chestnut Road have now been rescheduled to start on Monday 9 to Saturday 21 January 2023. Given the 11th hour postponement of the works in November, and the recent abandonment by TfL of the Tulse Hill gyratory resurfacing works, we very much hope these works will proceed as scheduled this time.
The arrangements to be put in place are:
- The highway resurfacing works will be undertaken overnight, 9:00pm-6:00am.
- The exact sequencing of the work is being finalised between the Council, TfL buses and Ringway (the Council’s contractor).
- Works classified as noisy, such as milling of the surface and break out around ironworks, is to be completed before midnight.
- After midnight the contractor will only undertake works that are not classified as noisy, which includes the rolling of new asphalt. These works are deemed to produce a noise similar to normal traffic noise. Reversing alarms are still allowed as they are essential at night to help with visibility and fatigue of the crew.
- Full road closures are required to implement the works. Buses and normal traffic will be diverted. See below for the detail.
- The Council has already written to local residents and busineses with full details and Ringway, the Council's contractor, will also write.
- Equipment will be stored in side streets rather than block shop fronts etc.

Bus diversion routes
Bus services on diversion for 10 nights (9:00pm – 6:00am). Diversions in place from the evening of Monday 9 January to the morning of Saturday 14 January and from the evening of Monday 16 January to the morning of Saturday 21 January 2023.
Northbound Bus Services towards Brixton: including bus routes 2, 196, 432, 690, N2, 68, 468, N68. Local bus services heading northbound towards Brixton will be diverted from entering Norwood Road from Knights Hill. The diversion route will follow A215 Norwood High Street, turn right onto A215 Ernest Avenue, turn left onto A215 Knights Hill, turn right onto A214 Crown Lane, turn right into Leigham Court Road, right into A23 Streatham Hill, turn right onto A205 Christchurch Road. The TfL buses will return back on service on Tulse Hill Gyratory. Route 68 will terminate at Christchurch Road.
Southbound Bus Services towards West Norwood: including bus routes 2, 196, 432, 690, N2, 68, 468, N68. Local bus services heading southbound towards West Norwood will be diverted from entering Norwood Road from the Tulse Hill Gyratory. The diversion route will follow A205 Christchurch Road, turn left onto A23 Streatham Hill, turn left onto Leigham Court Road, turn left onto A214 Crown Lane, turn left onto A215 Knights Hill. The TfL buses will return back on service on A215 Norwood High Street. The no 68 will terminate at Christchurch Road. TfL buses will return back on service via Crown Dale for routes 2, 432 and N2 and Beulah Hill for routes 196, 468 and N68. Route 68 will pick up on Norwood Road towards Herne Hill.
315 bus service towards Balham: will be diverted from entering Norwood Road. The diversion route will follow A215 Norwood High Street, turn right onto A215 Ernest Avenue, turn left onto A215 Knights Hill, turn right onto A214 Crown Lane, turn right into Leigham Court Road, where the TfL buses will return back on service.
315 bus service towards West Norwood: will be diverted from entering Canterbury Grove. The diversion route will continue on Leigham Court Road, turn left onto A214 Crown Lane, turn left onto A215 Knights Hill. The TfL buses will return back on service on A215 Norwood High Street.
322 bus service (southbound) towards Crystal Palace: will be diverted from entering Norwood Road from the Tulse Hill Gyratory. The diversion route will follow A205 Thurlow Park Road, turn right into Rosendale Road. The TfL buses will return back on service on Rosendale Road.
322 bus service (northbound) towards Clapham Common: will be diverted from entering Robson Road from Rosendale Road. The diversion route will continue northbound on Rosendale Road, turn left onto Thurlow Park Road. The TfL buses will return back on service on the Tulse Hill Gyratory.
Road traffic diversion routes
Road traffic diversions will be in place from the evening of Monday 9 January to the morning of Saturday 14 January and from the evening of Monday 16 January to the morning of Saturday 21 January 2023. The diversion route will be clearly marked with road signs.
Northbound road traffic diversion: Road traffic heading northbound towards Brixton will be diverted from entering Norwood Road from Knights Hill. The diversion route will follow A215 Norwood High Street, turn right onto A215 Ernest Avenue, turn left onto A215 Knights Hill, turn right onto A214 Crown Lane, straight ahead onto A214 Streatham Common North, turn right onto A23 Streatham High Road, continue on A23 Streatham Hill, turn right onto A205 Christchurch Road.
Southbound road traffic diversion: Road traffic heading southbound towards West Norwood will be diverted from entering Norwood Road from the Tulse Hill Gyratory. The diversion route will follow A205 Christchurch Road, turn left onto A23 Streatham Hill, continue on A23 Streatham High Road, turn left into A214 Streatham Common North, continue on A214 Crown Lane, turn left onto A215 Knights Hill.
Road markings
These will include:
- Pedestrian priority markings at the foot of Lansdowne Hill. Motor traffic will be required to slow and proceed with care over the granite slabs. We have been particularly concerned at pedestrian safety at this junction
- Clear delineation of the diagonal crossing at York Hill/Lancaster Avenue. We expect this to be an anti skid surface similar to that laid at Station Rise, but the exact treatment is still to be confirmed by the Council.
- Pedestrian priority markings at the Station Rise junction
- Further pedestrian priority markings at Chestnut Road, Waylett Place, Chatsworth Way, Ullswater Road, Elmcourt Road and Avenue Park Road junctions.
Further works
Later in 2023 (we await advice from TfL on exact dates) Ringway will return to complete the resurfacing of the A205 Tulse Hill gyratory and the connecting piece of Norwood Road to under the Norwood Road (Tulse Hill) railway bridge.
Later in February 2023 Norwood Road will be partially closed again for a few days (length of works to be determined) to enable UKPN works to the supply to the Chestnut Road electricity sub-station. Preparatory works will be taking place in Chestnut Road before Christmas. These works have been planned carefully in consultation with local businesses, and especially the fruit n'veg stall in Chestnut Road, but for logistical reasons cannot run at the same time as the resurfacing works.
The road resurfacing and re-marking of Norwood Road is the remaining major part of the Norwood Road phase of the Streetworks programme which commenced in 2015. Norwood Forum successfully re-engaged the project in May 2021 and has been lobbying in earnest behind the scenes on these and many other related issues. We will be very pleased to see their full implementation by the Council.
