Lambeth Council’s Local Plan sets out the vision for the development of the borough for the next 15 years - but some updates are needed so as to ensure it is in line with national planning law and policy and the Mayor of London’s London Plan. The current consultation on draft changes runs until 17 December.

What is the local plan?

The Local Plan is vital to delivering the council’s Borough Plan priorities of creating inclusive growth, reducing inequality and building strong and sustainable neighbourhoods. Building more housing, increasing the number of businesses and employment opportunities and improving air quality and transport in the borough aims to improve opportunities for local residents. What sections are relevant to West Norwood?

The draft revised Plan and consultation documents is a considerable read. We suggest you start by referring to the maps, then read the sections of particular interest to you in the full revised plan or short summaries on responses to public consultation on specific issues.

From an initial read, the following proposals in the proposed revised Local Plan look to be of particular importance to the West Norwood area (page nos 389-400) (all page nos. refer to the revised Plan itself):

• Strategic areas for regeneration map (page 478).
• Proposed town centre de-designation for part of Norwood High Street (from railway station to Chapel Road) (pages 29, 27). The area is proposed for re-designation as a Creative Enterprise Zone (see below).
• Key Industrial Business Areas (KIBAs) (pages 122-123 and 396): strengthening the existing area, e.g. removal of Waring Street (page 18) and Vale Street depot (pages 66 & 68), and designation of Knollys Goods Yard (pages 19, 22 & 24) and Parade Mews (pages 19 & 23).
• New Creative Enterprise Zone to support mixed-use development that provides workspace for creative and digital industries (pages 40 and 397).
• The cultural and historical hub (pages 392 and 397)
• Site 18: 260-367 Norwood Road SE27 (pages 396 and 399-400)
