The Council has now published its plans to introduce the ward-wide Streatham Wells Low Traffic Neighbourhood in September/October 2023. The scheme has been amended a little from the original proposals to reflect some comments received during the in-ward consultation exercise. LTNs are introduced on an 18 month trial basis, and this allows the implementation to be tested in practice.
The Council says further improvement work will take place within the area including tree planting, cycling parking and community parklets, as well as new climate resiliency measures such as raingardens.
We have reported previously on this LTN scheme, and the representations we made at that time on the possible impact on Knight's Hill ward - whose residents had not been directly consulted on the proposals. We received no feedback on this. The officer detailed implementation report seems to expect increased motor traffic on Leigham Court Road which is clearly to the detriment of Knight's Hill residents; a heavy goods lorry ban on Leigham Court Road is a possible mitigating change to be investigated. The officer report does not mention any possible impact on residential roads running eastwards of that road or offer answers to questions we posed at Christmas 2022.
We therefore cannot see real evidence of consideration being given to the possible impact of the LTN on Knight's Hill ward, and in particular the roads that run to the east of Leigham Court Road. We have written to Lambeth officers to object to the proposal pending discussions on these issues. We understand that Knights Hill ward councillors have made similar objections, and have asked them for an update on the work of the stakeholder group they were to establish so as to ensure there would be positive outcomes for the local community.
