Norwood Road resurfacing and other works

We continue to work with the Council on the arrangements for the forthcoming highway resurfacing works along Norwood Road from Herne Hill station to Robson Road, West Norwood. The first section from Herne Hill was completed last year, and the next section has now been scheduled to run from Wednesday 31 August to Friday 2 September 2022 (9:30pm-6am):

Croxted Road to outside no 109 Norwood Road; and
Rosendale Road to outside no. 149 Norwood Road

We also have provisional dates for the resurfacing works to Norwood Road from the A205 Tulse Hill gyratory to Robson Road (not all of this extensive section will be resurfaced):
Monday 7 – Friday 18 November 2022 (9:30pm-6am):

Later in November, the same contractor will also undertake the complete resurfacing of the A205 Tulse Hill gyratory.

We have linked with Station to Station on the dates and arrangements, and Council officers have undertaken the necessary consultation with all the companies that can dig up our roads – primarily Thames Water, G-Network and UKPN.  

Highway resurfacing works are not undertaken during the daytime because road closures are necessary which will impact on bus routes and private transport. The Council has to consult with TfL and request their advice and approval to conduct resurfacing of bus routes. We understand that most of these works will require complete road closures rather than one -way working and so this will inevitably mean the diversion of buses overnight. Consideration is also given to the needs of local businesses. Equipment will be stored in side streets rather than block shop fronts etc. We have asked that complete road closures be minimised as far as possible.

The Council and its contractors do understand that night works cause disturbance to residents and steps are taken to limit this. The Council will send letters to local addresses four weeks in advance of all works starting, and this will be followed up with a contractor letter issued 10 days before works commence.

In order to minimise noise disruption to residents, the Council ensures that the contractor gets approval of a Section 61 notice which ensures that predicted noise levels are within statutory limits and what mitigation actions will be taken. Under these arrangements, all works classified as noisy, such as milling of the surface and break out around ironworks, should be completed before midnight. After midnight the contractor will only complete works that are not classified as noisy, which includes the rolling of new asphalt. These works are deemed to produce a noise similar to normal traffic noise. Reversing alarms are still allowed as they are essential at night to help with visibility and fatigue of the crew.

We will publicise any changes to the above information, and a reminder when the main works are imminent. If in the light of your previous experience of resurfacing works you have suggestions on other factors that should be considered, please let us know.

The resurfacing of Norwood Road is the remaining major part of that phase of the Streetworks programme which commenced in 2015. The road markings to be installed to complete the works will include clear delineation of the diagonal crossing at York Hill/Lancaster Avenue and clear pedestrian priority markings at appropriate junctions in West Norwood town centre. We have been lobbying behind the scenes on these issues and will be very pleased to see full implementation before Christmas 2022.

There is no further news on the campaign to remove the Tulse Hill gyratory, not least because a long-term funding settlement between TfL and government has not been agreed.
