Lambeth Council has reported on the outcomes of the consultation on Phase 3 of the West Dulwich section of the Healthy Route and the proposed Controlled Parking Zone (CPZ). Subject to any representations received, a decison will be taken on 14 January 2026 by the Deputy Leader of the Council (Sustainable Lambeth and Clean Air) to implement the Healthy Route proposals and only partially the CPZ proposals. The proposal is a key decision and so also subject to the Council's call in process up to 21 January 2026.

Healthy Route and Thurlow Park Road(A205)/Rosendale Road junction
The objective of the Healthy Route programme is to deliver a network of walking, wheeling and cycling routes that are convenient, safe, and accessible to everyone. You can read the policy background, history of the development and implementation of the scheme, including the plan for the A205/Rosendale Road junction, in paras. 1.1 to 1.27, 1.34 to 1.37, 2.19 to 2.39 and 2.40 to 2.50 of the report. This decision is to be implemented in spring 2026, and the following will be installed:
- Phase 3 of the Healthy Route between the A205 South Circular and Park Hall Road as a continuation of the exisitng bidirectional protected cycle track.
- Double yellow lines on the corners of various junctions to prevent obstructive and dangerous parking
- Electric Vehicle Charging Points (EVCP) in Lamp Columns and associated parking bays to provide additional charging facilities for motorists (charge points are subject to a separate funding decision)
- New cycle hangars, to provide secure cycle storage for residents (also subject to a separate funding decision)
See table 2 (para. 2.8) of the report for the locations for all these works. Experience with earlier phases have led to the following scheme features:
- Continuous footways across minor-road junctions
- Red anti-skid surfacing on the cycle track across minor-road junctions
- Fixed kerb separation between the cycle track and the carriageway (instead of traffic wands)
- Cycle track camber adjustment and resurfacing of existing carriageway
A reduction of car parking on Rosendale Road is also proposed. The Council says as many parking spaces have been retained as possible, including unrestricted parking, where there are no yellow line waiting restrictions and existing disabled bays. In addition, free time-limited shopper bays for approximately 20 vehicles (outside the shops in Rosendale Road and in neighbouring streets) will be provided (see paras. 2.51 to 2.55 of the report).
West Dulwich CPZ
The only areas of the proposed CPZ to be subject to additional parking controls through this report is the limited area considered necessary by the Council to support the implementation of the Healthy Route (see Appendix G2 for detail). The parking controls will include:
- ‘At any time’ waiting restrictions and amendments to the parking layouts
- ‘Free’ limited stay shopper parking bays and designated loading bay facility on Rosendale Road to deter unwanted long-stay parking and encourage turnover of space to maintain the commercial viability of this shopping parade
- ‘At any time’ waiting restrictions at junctions and bends and to support the provision of Electric Vehicle Charging Points and cycle hangars.
Parklets
The two parklets at Eastmearn Road (near the junction of Rosendale Road) and Chatsworth Way (near the junction with Idmiston Road) will now be subject to statutory consultation.
